Project: SCORE deepened their understanding of parent opinions about education during COVID-19 by conducting a public opinion survey in October that followed up parent polls conducted in April and August and used this insight to defend and advance measurement, assessment, and accountability.
Outcome: SCORE and its partners in Tennessee and across the nation can use parent insights from the survey to inform advocacy and ensure that measurement, assessment, and accountability remain in place.

Tennessee parents are keenly feeling the disruptions to K-12 education from COVID-19. Last month, SCORE polled parents across Tennessee to get a sense of how the 2020-21 school year is going for students and their families. While parents in this poll expressed more optimism than parents in a similar poll in August, the new findings reveal parents have increasing concerns about the quality of remote learning and student learning loss.
The 2019-20 and 2020-21 academic years have been complicated by COVID-19, and SCORE is working with school leaders, district leaders, and classroom leaders across the state on professional supports and learning acceleration. While some education leaders are raising concerns about statewide assessments and accountability for the 2020-21 school year given this year’s difficulties, others have advocated for the value of statewide summative assessment data to target the supports that are needed for students and educators. We know that the Tennessee Comprehensive Assessment Program (TCAP) provides families, teachers, schools, districts, and the public with a more complete picture of student learning that informs decisions about how best to serve students. We believe that the summative TCAP assessment is critical for understanding and responding to the COVID-19 complexities, and we support Governor Lee’s decision to conduct the assessment in 2020-21.
Over the past seven days, SCORE has been advocating for Tennessee to stick to its foundational principles while also making a few adjustments necessitated by the systemwide disruption to education from the COVID-19 pandemic. We are very encouraged that Governor Lee is committed to the Tennessee Comprehensive Assessment Program (TCAP) and has said the state will conduct TNReady assessments in 2020-21.
